Two Questions - Guild Wars Forums

First question: I am curious if you can have a sword with +20% Damage while health is above 50% because when you create a PVP character it only has a sword up to 15% for health above 50%.

Second question: Sometimes on shields you will get a received damage (-1 to -3) modifier. Now after doing much reading on the forum its said that reduced damage from a piece of armor works for all damage not just in a hit location.. meaning you can get away with wearing 1 piece of reduced damage armor... plus since they dont stack you dont need anymore then that one piece... plus it doesnt stack with absorbtion rune so if you have the rune the armor reduced damage is pointless. Now the question that I have is does the shield and armor/rune stack?
